I asked myself the same question. Apparently, Ayu's song is going to be used in 60 countries so I'm guessing that "Rule" must be the official song not only for Japan but for any country that is going to release the movie.

The article has been translated at least twice in this thread stating clearly that Rule will be used in the international release. It's also been stated, from the translations of the article, that Rule will be in Japanese because they wanted a Japanese song for the movie
