I don't think it's a dress underneath... it's similar to a petticoat/long-tutu. You can buy a waist petticoat like this one ( http://compare.ebay.com/like/2205693...Types&var=sbar ) I've worn such things under dresses for that flared out look.

You know, I've been loving Namie's music lately. I've realized she's one of the only artists whose music just doesn't get old for me no matter what. I like the dress. That just goes to show how versatile those can be. They're made to be very basic, just everyday dresses~ I still think it's really cute.

They sure did a good job layering it over that petticoat thing. Looked totally seamless.
