Yes, you should be able to register. Just write your name in katakana and roman characters when appropriate. :) You will need a Japanese mailing address, however. This can be obtained through Tenso.com (the mail forwarding service Mu-Mo acknowledges for international shipping).
The only difference is if you try to order something from the main store using your Tenso.com address, you'll be re-directed to the international shopping site during check out (though I think there was someone here who managed to slip through during the ~7 Days~ ordering frenzy...).

If it's any consolation, I don't think we'd be able to buy them through Tenso, anyway. As you say, the HAPPY BOX always sell out very quickly, and--based on the ~7 Days~ experience--mu-mo seems to give Japan-based fans first dibs on the goods before listing them at the international hub. I hope I'm wrong. I'd really like to get one of the boxes.
