I think they didn't base it on how much these people had done, but how much they are paid currently.
You can do 100 CMs but after 10 years it's possible nobody will be willing to pay you more than 10000 yen for a contract. Utada might not have done much CMs but it doesn't change that they are willing to pay her as much as Ayumi is paid.
I would think that Aya Ueto is the king and earns the biggest sums, since she's like in every second Japanese CM on TV - but she isn't...

And Utada did few CMs for FOMA (NTT DoCoMo). I'm sure they paid her as much as Ayumi was paid for TU-KA CMs, if not more -- FOMA was after all a huge success in cell phone technology in Japan...

Keep Tryin' was tied-in with "au by KDDI" CM. Don't know if she actually appeared in the CM, but I think she still got paid the same amount.

There was an short Articel on Sanspo last Year. NINTENDO paid Hikki more than 9 million Dollars (!!!) for her DS Stuff. She gets so much money for everything.
