Of course it's not the last one. Namie has a BEST tour too. But it was to celebrate her 15th anniversary.

Probably it's to celebrate something or to make it more excting and expensive.

Indeed, adding Best to the title will make more people interested in going, especially as people will suspect it might be her last, which I doubt.

Raising the price by 1000 yen because of a little different name, I'd say that all her CDLs are "Best of"s because of the mix of new and old songs in them.
