Actually everything Shinichi has done pretty much sucks imo.

Excuse me, but that's nothing but a matter of personal taste. Just because he did a couple of awful remixes for Ayumi (appears, Startin') doesn't mean the rest of his works are equally bad...in fact they don't do any justice to the rest of his other works. He was part of "ravex" along with Taku Takahashi (m-flo) and Tomoyuki Tanaka (Fantastic Plastic Machine). Also his albums "The One" and "SO2" are one of the best electro albums to come out of Japan, and his remix catalog is full of well-crafted works. He also produced Namie Amuro's "SHAKE IT", "ROCK YOU" and "WHAT A FEELING".

He also had some nice work with Nobuchika Eri. I don't really like his remixes with Ayu at all though... maybe it'd be different if he were arranging/composing?

To be fair, everything you just listed is also personal taste.

But! I will say I gave Anna tsuchiya and the disnlandy mix's a hear over and I enjoyed those much more than the ayumi remix for you and me...
I'll have to find the others he did... I remember not liking the Startin one (but that song is just... well... yeah. lol)

I think people need to remember that any remixer can make bad remixes. For example, Armand Van Helden has done a very bad remix for INSPIRE. I got annoyed by ayu screaming GUCCI GUCCI GUCCI, GUCCI GUCCI GUCCCCCCCCCCCCCCi

However, he has done good remix for other ayu songs.

Ayu-mi-x is only ONE way to celebrate 15th anniversary. A BEST 3 perhaps will be another one way to celebrate 15th anniversary, and highly possible new materials. This assumption is based on what ayu has done in the past anniversary and 30th single celebration.
