I would guess that it is someone she worked with in a dorama or movie(judging by the time the picture was taken.) Either an actor or someone on the crew. I don't know why her picture would have been published with him otherwise, because at that time, she wasn't very famous.

Yoshio was already in music prior to Ayumi even being in show business. He was part of a moderately popular group called "The Good-Bye" and participated in other musical acts as well. He did not keep his hair long back then.

Maybe it's MAX MATSURRA! (didn't spell his name right did i?) with long hair...

Maybe the guy's a relative? Who knows...or maybe just some guy she dated...ehh..even if he does look a little old for her.
