On the 7th of April, Singer Hamasaki Ayumi conducted an event in the Shibuya area without obtaining a permit. The Communications Department of the Police Headquarters, and the police office in Shibuya were questioning the breach in the road traffic act, and finally decided to investigate the offices of Avex and other related offices.

In the district where many restaurants and the like are lined up, on one corner, there is the A building, where in front there were about 30 press people gathered, and it turned into a very showy atmosphere. At 10:30am, the search teams entered one after another, and continued until 3:30pm.

According to people involved, they had taken things like the notebook of Hamasaki's director. Basically, the police will send the items they took as evidence quickly to the prosecutor. If it is necessary, they will also ask for the circumstances surrounding the event from Hamasaki herself.

The Avex Group Holding PR room states that "since the Police Search is still continuing, we will decline from saying too much about this incident."

　レストランなどが立ち並ぶ繁華街の一角にあるエ社のビル前には報道陣約３０人が集まり、物々しい雰囲気に 。午前１０時半ごろ、捜査員が次々と入り、捜索は午後３時半ごろまで続いた。

　関係者によると、浜崎の担当ディレクターの手帳などが押収された。警視庁は押収した資料を基に、事実関係 の裏付けを急ぎ、書類送検する方針。必要があれば浜崎からも事情を聴くという。

　捜索容疑は４月７日午後、渋谷区道玄坂のビル「渋谷１０９」前のイベントスペースで、道路使用許可を得ず に著書「Ａｙｕのデジデジ日記２０００―２００９Ａ」（講談社）の出版記念イベントを実施した疑い。事前の 告知なしに浜崎が登場したため一時は８０００人近くが群がり、一部が車道まではみ出した。浜崎が引き揚げる 際には握手を求める人たちが折り重なって倒れそうになる場面もあった。

　エイベックス・グループ・ホールディングスの広報・ＩＲ室は「警察当局の捜査が引き続き行われているので 、詳細に関するコメントは差し控えさせていただきます」としている。

Sounds like Ayu and Avex are being victimized. For some reason, they're being used as examples of how celebrities and their management companies can't just ignore police procedure and public safety, and organize such events, no matter how "big" or popular they are.

This is getting completely out of hand. All that's necessary for this situation is a monetary fine. But that's it. What else could they possibly do? Send Ayu/manager to jail for something that was virtually caused by the THOUSANDS of people who gathered around to see her.

If they do anything to Ayu/her manager I SWEAR Japanese law is corrupted. It was literally last month when they let that drunk-naked dude from SMAP get away with his crime. IMO, what he did was even worse because he was so drunk he had to be subdued physically by the police. On top of that, who knows who he may have traumatized in that state. Just looking at him with clothes ON freaks me out. >_<

Getting back to the point though, I really don't think this surprise appearance anticipated THAT many people attending the event. I think it's all being based on the AMOUNT of people that came to see her and not necessarily whether or not she needed a permit.

Seems like a ridiculous waste of police resources.

This green-eyed idiot then decided to lodge a complaint and the police have no choice but to appear impartial even though they know its an ass of a complaint and Ayu had nothing to do with this.

If its a traffic offence why did they search her house/apartment thing? You dont go searching someones house for something like that, I get the managers notebook thing because that would have her plans in it for that day but to search her entire house??? Maybe the one incharge of the case doesn't like ayu :(

As I mentioned in the other thread, it really seems to me like they were after dirt on avex for something totally different and used this as their "in." Even by Japan's standards, this doesn't make any sense otherwise so long after the fact of such a minor thing. I don't think its THAT far fetched of an idea. Avex for years has been rumored for unfair (or maybe even illegal) business practices and connections with drugs. (Japan takes drugs ultra seriously. You get caught with cocaine and you might as well have killed someone. Heck, get caught with pot and you might as well have killed someone.) It certainly doesn't help that Avex recently gave Komuro (a known drug user) a management position. I think the police for years have been wanting to "out" both Avex and Johnny's. With Tsuyoshi's arrest they even used it as an excuse to raid his apartment even though he had passed a drug screening test. (they found nothing in his apartment either.)

I think you are overreacting a bit here. I know its natural when something as ridiculous as this happens, but he certainly didn't "get away with it." And from a strictly law enforcement perspective, Avex's "crime" is worse because they potentially could have endangered many people (however unlikely). Tsuyoshi was just alone and drunk outside naked at 3am - if he had been operating a vehicle I'd agree with you. And really, who hasn't seen a salaryman get drunk and start to strip if you've lived in Japan long enough? :) Both are just total over reactions by the media and perhaps the police as well.

So far with this news, I haven't seen it mentioned in Japanese sources to an OMG level yet - it may blow over.

Anyways, to me, Tsuyoshi's crime was 100% worse, since he has a duty to the public to be Kusanagi Tsuyoshi 24 hours a day, 7 days a week, and it was a disgrace not only to him, but to his company, and to Japan. He knew he had a duty and responsibility, and he did not follow through with it, and was very disruptive to the community around the park. I would not want my daughter or son to see someone they look up to in the park doing those stupid things, and become discouraged. Avex hosted an event, and Shibuya 109 and the Avex Management failed to estimate just how many people would be there. Big crime....

In Japan, there is no "strictly law enforcement" persepective, sorry to say about that.
It is always powered through other motives..

Everyone I am talking to says that they are making fools of themselves, the police.

And yes, Tsuyoshi DID get away with it. He has new dramas and back on his programs already, and feels like no penalty was issued, and no drawback from the public. However, look at Koda Kumi, who was not even allowed to have the activity for three months for just SAYING something.

This is the only statement I disagree with really. I don't see how he got away with it at all. The normal punishment for this type of thing is often times nothing - at worst, a night in the drunk tank. Tsuyoshi on the other hand was arrested, night in the drunk tank, press conference and public apology, massive public humiliation, loss of millions of dollars, apartment raided, suspension from all work for a month and is still on a semi-suspension. I don't see any of that as "getting away with it" - his punishment was worse than what the average person would get. The only reason why it was relatively "short" is because the public actually realized this time how much the situation was being blown out of proportion by the media and demanded his return.

Koda Kumi's situation was a major overreaction as well, no doubt about it. But that more has to do with a different mentality that Japanese have when it comes to that type of thing. I have a friend that is a 50 year old housewife in Japan, and even she told me she didn't think Koda should be forgiven, I was like "WHAT?" haha. But the two situations are totally different (as is this one with Avex and Ayu) - my main point is just that all of them are overreactions and no one has gotten away punishment free.

Oh, and the Komuro thing. There was an article a little while back that Avex's lawyer bailed him out and he was given a management position within Avex. And his drug issues have been quite well publicized in Japan since the late-90s.

It's just show-off of the police power. Nothing much.

And for those who still don't get it, you MUST ask for a permit for such things in Japan, you can't invest the streets like this. It's silly and dumb ? Yes but that's their laws, different country, different laws, different culture, etc .... what may look dumb for you doesn't for them and vice versa. You surely forgot the cases of idols or pop singer underage caught while smoking and then all the trouble they got. It may sound silly for you but for them it's no way !

But still .... Avex like to be in trouble or what ?! It doesn't give a good publicity to Ayumi. It will just throw an image of her that doesn't respect laws ......

Exactly if the police and court have to make an example out of Ayu they can and they will do it. It may not seem fair to her fans but at least Avex and Ayu know that they will need to obtain permits before they pull another stunt like this again.

Avex should have gotten a permit.
