To me, it may just be a normal photograph. Nothing special to it, did'nt appear on any media, just somebody took a picture of it.

As I can see from dress and hair, it must be from Japan Gold Disc Award, but I don´t know which *since she didn´t perform there and no video excists*

I wonder, would be cool to know :).

from the hairstyle, i think it must be quite a long time ago. i may be wrong.

Look like she signed a part of a wall somewhere and a frame was subsequently planted on top of it. Looks like it's from 2000 but it's hard to tell with the glare.
