Most eurobeat is made in Europe. The lyrics may make little more sense than the engrish found in japanese music, but it's mostly grammaticaly correct and there's no strange japanese accent to most of it because it's sung by europeans. Most original eurobeat songs are in english, most with japanese lyrics are wither adaptions or remixes.
IMO the most closely related style to eurobeat is italo-dance (like miko mission and sabrina) and eurodance. Eurobeat use the same synth sound as italo dance, but is a LOT faster and use more hyper themes and melodies. The lyrics are also just as sensical as a lot of italo songs. However over the years, eurobeat has incorporated a lot of different elements into its main sound.
