It's obvious he did it for the publicity and to build himself up. Accusing Ayu of lip-synching, then saying most Japanese singers lip-synch, and then turning it into a "compliment" to brush it aside. Brushed aside, turned into a "compliment", or not, it's been said, it's controversial, it's what people hear, and it can't be taken back.

Lots of places. If every singer stood completely still when they sang fast, energetic songs, that would be boring.

The first part is such a snide remark and the second part...how exactly do they cover up her singing?
It's a publicity stunt with a really shakey argument that, despite that, will stirr up controversy anyway, and that's what irks me.
