They aren't making a huge deal of the fact she's drunk. In fact, the article just mentions that as a curiosity, in a single paragraph and sentence. Getting drunk is common and socially accepted, but never normal. It isn't normal for someone to be struggling to walk, lacking coordination and needing help for doing that. She was clearly drunk and that article would be lame if they had just said she was just there signing autographs for fans like always and ommited something that was extremely evident and calling attention. She was drunk, and that had to be described.
