It's a disease. Symptoms can't have their own symptoms. (Basically, the symptom for tinnitus is the mild / constant ringing in your ears.) Plus, symptoms don't have their national organizations.

I mean, true, tinnitus DOES show that you're starting to lose your hearing, but in the end, it's a disease.
