hmm while teddy bear might have the feel of a wedding from the music, the lyrics are actually pretty sad, I think its about her father leaving her and leaving behind a teddy bear so it might not be too suitable for a wedding..its not like you want your wife/husband to leave you T___T well that my two cents

and i really think Key ～eternal tie ver.～ is very suitable, cause it was made for a wedding, the lyrics are suitable as well, either that or Close to you and JEWEL cause they all have soft sweet music and the lyrics are very suitable.
I completely agree with the idea to let your brother choose out the lyrics of a few her REALLY liked, then play him the songs and see which song he liked the best
