Well, it says that it does support Oricon:

It would be quite strange if it didn't count for foreign buyers since I'm sure most people that use CDJapan aren't Japanese. At least, if I was then I would use Neowing instead.

HMV Japan supports Oricon. At least it says so here: http://www.oricon.co.jp/rank/index2.html
