I think being in TA entitles you to a lot of stuff which would be difficult to accomodate an overseas fan should he/she join. I get the impression they would rather deliver the same amount of benefits to everyone in TA and keep it within the local community than to allow everyone all over the world to join but some benefits can only be given to the japanese members. Something like that happened in Amazing Race. They didn't allow a couple to board JAL because they didn't have enough meals on board. I think they feel service standards will be compromised if they can't treat everyone equally.
