Yes, last year's show was the lowest rating in the history.
And yes, ayu got a lower rating than kuu, which is logical. Kuu has only been on the show twice, and kuu was still quite popular last year (that was before she said silly things). Usually when a very popular artist appeared on kouhaku on the first time or so, he/she will have the highest rating of the night. e.g., when CHEMISTRY debuted on kouhaku they got the highest (or the 2nd highest) rating of the night.

It has nothing to do with AVEX. It's sorta like a music show. Male and female artists are separated into 2 teams (red team and white team respectively). One team's singer performs a song, then another team's singer performs. Who performs better will get a vote from the judge and the audience. So it's like each male vs. each female. You dunno who against who until probly a few days before the show...
So here goes what ayu sang each year and who she against:
1999 (50th) Boys & Girls
... vs. 野猿
2000 (51st) SEASONS
... vs. L'Arc〜en〜Ciel
2001 (52nd) Dearest
(The Gospellers, a R&B group)
2002 (53rd) Voyage
(Porno Graffitti)
2003 (54th) No way to say
2005 (56th) fairyland
... vs. 氷川きよし (the enka singer who got the Grand Pix in 2006 Nihon Record Taisho)
2006 (57th) JEWEL
2007 (58th) Together When...
