Tackey & Tsubasa are senpai to everyone, who debuted afterwards and kouhai to those, who debuted before. Debuting makes one a senpai. Or at least I think that's the way it works. Among juniors usually the ones who got into JE earlier are the senpai. Sometimes that goes along with being older, but not always. Like Yamashita and Nishikido, who are younger than Koyama (though not by much), but because they entered the jimusho earlier than him, they're senpai to Koyama and everyone else in NEWS. Or like Tegoshi, who entered university before Nakamaru and therefore is his senpai, despite a 4 year difference in age. Also, being in the same "generation" of juniors could have something to do with it, too.
By the way, I like that pic of TOKIO in the first post. Is that a magazine shot? CD?
