Utada's Heart Station did not sell all that well... I cannot remember the figure, but I remember she did not get number 1. I mean the single, not album, and Prisoner of Love only sold 81,000 physical copies, but is one of the most downloaded songs.
Even KAT-TUN could only sell 250,000 physical copies of white xmas, maybe 100,000 less than usually.

The difference with Namie and Utada is that those releases had longevity. I can't remember the last time an Ayu release had good longevity. As for Kattun, a) the songs not that great and b) they've had a lot of scandals in the tabloids recently.
edit: sorry, I originally thought you were referring to heart place the album. In the case of the single, it was released not long before the album, so that explains the sales.
