My gosh I hope not. Not to mention it's Ne-Yo's OLD song. Not Utada's. So it shouldn't be by all rights and purposes. If it was by Ne-Yo and Utada and not Featuring Utada, then there'd be a better chance of it being on, but thankfully that's not the case.
And concerning that picture of Utada on that Horse (Kuma must be raging mad), I'd say it's Utada in New York. Besides looking American, it fits the timeline of her whereabouts as far as her Blog updates are concerned.
