Its open to retiree's for sure and reserves as well I believe.* But active duty gets priority, as do the higher ranks.* Also, because I've gotten a few messages about this - this is only for the US military! Obviously the US military is the only organization that would have such a relationship with Japan. Olivia stays at the hotel often from what I have heard.
