Some people aren't even interested or could care less Rule is related to Dragonball. Maybe to you it's a big thing because you happen to be a big fan of it and its creator. There's nothing wrong with that. This doesn't mean everyone else has the same interests as you though, and there's nothing wrong with that either. In the end it's just another single and whether people find it "the single most awesome single Ayu has ever released" is up to them.
I will add this though: there's more to a single than the art/concept behind it. Certainly, being drawn by such a critically acclaimed and prolific mangaka makes it special but this alone does not give it any more merits or consideration than her past works.
