I think it has to do with the strength of the car industry here in Hokkaido really ~ We don't have a lot of good public transit up here so the car companies push sales in our prefecture a lot more. I think I've seen the Honda CM at least 25 times now!
As for the DBE CM, I've mostly seen it played during breaks in morning talk show programming - not much during prime time.
