The store has to place the order to get the artist's CDs on the shelf. If the store doesn't place an order then obviously they're not going to stock the CD. If people were to place orders for her CD, then that would get them to stock and let them know there's actually interest for that artist.

Don't forget that the album is being distributed by Arsenal...something... I forget their exact name, but they're an independent label, so that fact might also be why it's so hard to find BoA's album: maybe they don't have the ability to manufacture that many copies per shipment?
