Why? Why did you have to say English only? That eliminates almost every good love song that exists. There dosen't exist many love songs (at least from America) that have any kind of meaning. And when you say "love", do you mean like touchy-feely mushy love, or raunchy kind of love (like "I think We're Alone Now", "Don't Stop Push It Now", or "Sleeping In My Car"). I assume the former?
I was gonna say Fairy Tale (Tong Hua) by Michael Kong-Leung, but thats in Chinese... (Really beautiful song though, look it up.)
Hhhhmmmm... This is tough... I'm not in tune with English music, but I've already typed this much, and I'm not turning back now. So, I mean, If you don't care if its a ballad, you can go with maybe "Waiting for a Star to Fall" by Boy Meets Girl? (although thats from the 80's)
You caould go with "Heart to Heart" by Rob Mayth (2008), but its a dance song, so it doesn't have any emotional value whatsoever.

"Trule Madly Deeply" by CASCADA. That's sorta cheating though. The original came out in the 90s, but the CASCADA verison came out in 2006. *sigh*
Utada's "Come Back To Me" is more of a heartbroken/lovesick kinda lovesong. ("Baby come back to me. I'll be everything you need. Baby come back to me for you're one in a million") Its very American R&B-pop-ish in style. And also her song "This One (Crying like a child)", which is another heartbroken kinda song. And "Fly Me To The Moon (In Other Words)", but its also a cover. The original is by Frank Sinatra. (I think the name Frank Sinatra should be enough for you to know, its old)
Then there's "Infinity Of Our Love". idk who ts by. I'm such a dork. Its the ending song from the game Elebits: The Adventures of Kai & Zero. And "The Smile Of You" by Nekomata Master feat. Heidy which is from the first Elebits game.
