Even earlier this year Ai Otsuka, another Avex artist, was on ANA's in-flight music list (January or February/March?)...
And I think right now JAL is focusing on Kobukuro right now, which was the artist who beat out Ayu's 9th album (GUILTY) in terms of number of sales, and is considered a competitor to Ayu, though their two singles released after their album 5296 has only reached #2 at most...

Perhaps ANA has the contract for in-Japan flights, while JAL has the contract for oversea flights.
For her oversea tours, JAL was listed as a sponsor and they even had a special promotion going on for people in Japan who wanted to go oversees to the same places/time as Ayumi's concerts.
I tried looking at which airline she used when she arrived in Taiwan for her Tour of Secret, but the light blurred one of the airlines (I think it says JAL, but not too sure). There were three flights from Tokyo at that time. One was CI (China Airlines so that's not a possibility), one was EG (I googled EG airline and it gave me JAL's website), and ##L(I think its JAL). So most likely she used JAL. =P They probably needed an extremely good contract with JAL for her oversea tours, since the stage is 600 tonnes @_@!
Maybe JAL decided to not renew their contract with avex, and avex decided to go with ANA? It could explain why there's no asia stops this year too =P
