A BEST 2 only came out two years ago and sold very well so with Koda Kumi currently more popular, I'm sure she wouldn't have a hard time with a Best album like that.
In any case, I think a release like Ai's new one can be called a "real" one, well, simply because it is a "best of ---" release, regardless what type of music is contained (a, b-side, album only).

Two years ago ayu sold over 650,000 for an original album and at least 180,000 for a single.
kuu at present already sell 392,000 for an album and the top she reached this year with a collaboration with her sister with a single is to 99,500 while her most recent one might sell less than singles she released 2 weeks before her albums.
if kuu would release two divided bests I think that both would budge half of what A BEST 2 did.
I'm almost positive that avex will release for her a 2CD best like BEST ~first things~ with a DVD with all of the PVs and 1 or 2 new songs. (Or something A COMPLETE style if not a ~first things~ style). The best might also be like 1 CD up beat and 2nd CD ballads (at the same album) or something like that.
It might succeed, but it will happen only if kuu will release another hit (a hit that does way more than average like namie's 60s70s80s did).
If not I don't know if she will be able to sell a million or even close to it by the time of her 10th anniversary as her popularity just crashes with each single and album and far from low insignificant numbers drops. She just sold a million 3 years ago and her albums sell almost like ayu's and her singles sell average or lower. I hope kuu will be able to pick up by then or else the japanese public won't care less for her 10th anniversary.
