i havent heard yet about her new tour but if she does it will be announce first on her team ayu website as official news.
maybe you should wait untill she announce the dates and than go .
as for ovearses , sadly a lot of japanese singer call china ,korea and HK , and taiwan as ovearseas when its just asia . i m really hopping taht ayu will some day do a world tour
