I don't know about Gaga's pre-fame stuff, but she never lip-synched any performance I watched, even if she uses a backtrack (Namie do that too). Still, yeah, her dancing is not amazing...
One thing that Janet is known for is lip-synching... and her live dancing isn't that good nowadays...
Beyonce almost never dances and sings at the same time... And when she does, she either uses a backtrack or a very easy coreography most of the time
The only singer i can think about that dance and sings live at the same time nowadays besides Namie is Madonna (her Sticky and Sweet Tour was entirelly live if i'm not wrong),
so... yeah, Namie get points on being able to sing and dance at the same time (even if IMO neither her dancing or her singing are impressive, even if both are good)
