The pain in his heart is pain in hers; but even if she gave him the wings off her back, she only has one set of wings to give. Even if she blooms as a flower by his side, she can only bloom once before dying. Even if she approches him, he has thorns around him that prevent her from ever touching him. There's a tinge of guilt & remorse to these lyrics, and Ayu might feel she must be punished, tarred & feathered, for her human limitations.
Keep in mind, this is ALL conjecture, I have no idea if this was the intention or not.

I think it's also that the tar keeps her from moving - it's thick and sticky and incapacitating, and can represent whatever unspoken bar it is keeping her from giving her all to the person in question (I feel it's likely the person him/herself).
But anywho, I'm in agreement with previous posts - I never even considered that it be blood. I always thought of it as tar, though in actuality they probably used craploads of molasses, or something.
