Actually she does sometimes.... and it's pretty obvious when she does. I'm not an ayu-hater at all (ask anyone) but she has three very horrible habits when she lip-syncs.

1) This one she's eased up on, but she used to kinda shake her head around awkwardly when lip-syncing in concert.
2) She holds her mouth position at the end of a line for WAY too long, because she's not sure when the line is supposed to end. So while the song has stopped making an "ooh" sound, her mouth is still in a circle shape.
3) She over-pronounces everything and pushes her lips out in a very unnatural way. Her mouth is very obviously trying to make the shapes of the words to the point where her mouth movements don't really match the sounds we're actually hearing. The recording might be making a very delicate "uuh" sort of "u" sound, but her mouth will be in a big, obvious circle, going "OOOO". Her mouth puckers up ALOT.

For the most part it's VERY obvious when she's lip-syncing and when she's not. If it's a song with heavy choreography for ayu and she's doing ANY of the above, she's probably lip-syncing. I'm about 99.9% positive EnergizE was lip-synced, for example.
