Being an "artist" or not has basically 0 to do with popularity and sales in Japan actually. In fact, often times it is usually the tv personalities that outsell those that would be considered true "artists." But actually Gackt is both a tv personality and artist. He writes, composes, and produces nearly everything in his career (if not everything maybe) and also plays many musical instruments. By the typical American definition of an artist, Gackt actually fits it better than most Japanese singers do. So if even Gackt doesn't qualify as an artist, I don't know just who in Japan does. ^_^
The thing with Gackt is that he has been around for over 10 years and just like anything, your popularity goes down and his appeal was already more niche than many popstars to begin with. His audience is mostly female, but his audience has never really been very mainstream - if it were, he'd be selling like Johnny's acts. Also he didn't release much new material for almost a couple of years due to filming movies and tv shows, so that contributed to his sales drop as well probably.
