Kouhaku will be on NHK at 7:15 PM Japan time. I'm pretty sure Keyhole TV includes NHK....? I'm really not totally sure though.
If you have Dish Network in the USA, TV Japan carries NHK programming and will have it (on a delay, most likely).
I don't think i've ever seen the whole show up for download, but it's possible someone will upload it at jpopsuki.
(I just hope someone uploads a non-HD video file of the show cuz if they think I'm gonna download a 40 gig file, they're insane.)
