No, they simply didn't show Noriko because she didn't appear on MSta often enough.  As for "missing" ranking positions, that is not the case, because there are two tied at number seven. There was no need to list the eight now.

I thought it was because of the ties too, but it seemed weird because both number 10 and number 7 were tied - shouldn't that mean that number 9 and number 6 get skipped? Or they just do their ties really weirdly, haha.
