In japanese business (overall, not just music business) it's standart to send flowers, when someone celebrates something. It's a gesture to show your respect and good will to that person.
It's seen as an achievement, when you're invited to tv-shows, start a tour or release a new album. So with sending flowers you congratulate the person and show your respect to the thing they've achieved.
