it comes from the verb 着せ替える[kisekaeru] (to change clothes/dressing), which is a combination of the two verbs 着せる[kiseru] (to put clothes on) and 替える[kaeru] (to replace; to exchange). a 着せ替え人形[kisekae ningyou] is a doll that you can dress up, so it's like dressing your phone up with different themes. like exchanging what something is 'wearing' for something else ^ ^
