I seldom see OS press of jpop material being made available on the same day as Japan's
but it has happened before but not artistes under avex . I seen that happened quite often before for artistes that're under Sony BMG who frankly to me , they do a much better job producing S'pore presses of jpop material of their artistes as compared to Warner who has a hi & bye heckcare attitude
Also with a censorship board in my country , it doesn't help that material for jpop comes in odd timings of the year . Sometimes , I don't even see an OS press album/single being made available here at all , be it with or without DVD & it also depends on how popular a particular artiste's here too

for BoA's case , avex Taiwan has to translate Korean to traditional chinese with regards to the translation sheet which explained why it took a lot more longer than usual
her singles like TOHOSHINKI do get released 2 days after the release date in Japan cos it's just a single & not an album
