A lot a the time (not always though) the reason that western artist release 1 single before the album then a few more after is because usually the single preceeding the album is to gather hype for the album while the singles afterwards are to promote the accompaning tour (if there is one). This really because the main way of business during the '90s when bands like Nirvana, Hole, Smashing Pumpkins and Garbage would do extremely long world tours (usually spanning 2-3 years) in promotion for 1 album, so they'd need a song playing on the radio/tv so people will be like "oh we should go buy tickets to see them live."

That's not always the case though, like Mariah Carey released 7 singles before she toured for her Mimi album.
