I also think this is important for being considered one, that's why I don't think Ai Otsuka could be considered one. Even when she was pretty big during 2003-2006/7, she never adquired that "legend" status, nor did she influence J-Pop in any way. She's great (one of my favorite artists!) but not that big, imo. And her glory days didn't last that long (only 3, maybe 4 years? too little time). Ayu and Namie have been on the business for more than 10 years, and Kuu is getting close to that. I think that to be a diva you have to have been HUGE during at least 6-7 consecutive years, or have an enormous impact at a given time.
If we count outside of Avex, Utada Hikaru could apply too, but I think that she's more of a legend than of a diva.

And Ai Otsuka....? Even though she had a GREAT few years back in the day, I don't see her as a diva at all. Not even the popularity she had can save it. That's just not her type.
