This album really surprised me because after Ring, I hated the Why single and kind of stopped paying attention to her.

it! It is her best yet, even better than Ring and Tokyo Star! I love "Free" and "Sora" the most but idk.
And to answer your questions, Miliyah is not completely fluent in English but she hangs out with the group of Japanese artists (Thelma Aoyama, BENI) who ARE fluent in English so she probably picked a lot up from them as far as pronunciation goes. She can probably speak conversational English.
