A Complete was a single collection, A Best is a "best of", it has album tracks and such... The next A Best will have for sure tracks that already were released on A Complete...
Technically A BEST 2 covers evolution~HEAVEN xDD

(That's one of the reasons for the 1st option I suggested earlier)
