I don't think it's a new plan. That plan she's promoting, "Tada Tomo", has been around since 2007. If I remember correctly, it gives you free calls to family and friends or something ("tada tomo" can translate as "free friends").
There's been many many CMs since 2007 promoting this plan, and most of them play around with the words "tada" and "tomo", which can mean alot of different things depending on contexts. In this case, because the enka song ayu sings has the words "tada tomo" in them as well, it's sort of like a double meaning. She's singing a real song, but promoting the plan as well.
For those interested, "tada" can mean "ordinary", "free", "just" or "but".
"Tomo" can mean "friend", "certainly", "at least", "even if", "together".
So, depending on which meaning you pick, "tada tomo" can mean different things.
