According to an interview (here), Kumi actually started working on her cover album since 2~3 years ago. There were also songs she tried to cover, but gave up on when she felt that she couldn't make the arrangement better than the original.

And apparently a lot of kids would cry during her previous tours because of the 'scary' clips (XD). So she wanted to try a different approach for her UNIVERSE tour. When she went to a show with clowns she noticed how the audience would laugh because of them, so she was inspired to use more humor in UNIVERSE's tour.
