LOL!! Nah.. SNSD are still busy promoting their 3rd Korean mini-album, KARA as well, and BIG BANG are busy preparing for their comeback Korean album so perhaps that's why they can't make it..  Or yeah, maybe Japan is just racist.. JUST KIDDING!!
