Oricon doesn't count digital album sales.
I'm not sure how digital album sales are in general in Japan, but I do know tht iTunes is tiny. People generally grasp it as an example since we know it, but it only accounts for 10% of all digital sales. That's pretty pathetic compared to their market sgare in Europe or the US.
