It's definitely happening.
The fact that she's singing the theme song has been heavily touted in reliable sources, such as the
official debut trailer, and, as you said, she appeared via video during the
press conference.
I see two possibilities from this tweet:
A. The title was fake or a leaked working title.
B. Ayu forgot the title. She probably recorded this song months before it was actually announced, and it's probably going to be many more months until it's actually released. Of all the millions of things going on in her career right now, I don't think "Making Fate" is at the top of the list.
