For singles it is different. Ayu's fanbase (TeamAyu) is bigger than kuu's, which gives ayu better and more steady sales in general, or keeps some kind of average number in her sales, talking about singles.
Albums are more like, fans + other people buying, who are bigger than the number of fans buying, (the number of fans stays around the same no matter the situation. It obviously changes but not overnight). These casual listeners make the difference at the end of the day, and in the past few years more people bought kuu's albums than ayu's.
