Yeah, he's basically wearing the front part of a motorcycle without the wheel on his torso.

I wouldn't say it's related to Lady GaGa at all though... I mean, half motorcycle people have been done before. FFXIII anyone? And there was also a bike form that looked even more similar in Kamen Rider.
