^^ imo, they're artist controlled with agencies. They didn't have that much freedom as ayu, Hikki, YUI, miwa, Angela Aki or etc to do songs they want to do. To make things as they see fit.

They could sing operas, they could perform musicals, they could do other things than those dollar store songs. But because of the industry itself, and the demand from the listeners they went that way. Nowadays everything is almost money-oriented.

So it's not completely their fault. Maybe they're just finding a way that their talent could be recognized widely and to channel their desire to sing, nonetheless whether they're making their own music or not.

^ ayu still popular on Japan off course. In terms of positive or negative, I don't really know. But she has established a name to herself and that people would always refer to her as one of the greatest JPop singers.
