It's not a poll, it is a segment they do each week where they show an Oricon top 10 list from the past to elementary school students to get their opinions on songs that were popular the year they were born. This weeks was the top ten from September '99.

And yeah, definitely not the 1000th episode. They must just be keeping up that old billboard at the tv asahi building and only changing out the guests on it each week.
